If America is to have world-class schools, it must have a world-class teaching force. The National Board has led the vanguard effort to develop professional standards for elementary and secondary school teaching. In a 2002 policy brief, the National Board provided an explication about the NBPTS Five Core Propositions and how they relate to what teachers should know and be able to do.
The current definition of quality teaching as stated in US Elementary and Secondary Education Act (ESEA) underestimates the complexities of teaching and overlooks its non-routine nature and the importance of independent professional judgment. The National Board recommends that the NBPTS Five Core Propositions form the basis for defining highly effective teachers.
National Board Certification is a widely respected model of pay for performance and is supported by educators and policymakers – including US Secretary of Education Arne Duncan.
Effective principals and teacher leaders are critical to the success of students, teachers, and entire schools. National Board Certification for Principals, the first national certification program focused on principals, is also the first phase of an expanded umbrella program, National Board Certification for Educational Leaders. National Board Certification for Principals will not only create standards and an assessment process for principals, it will also lay the groundwork for a new teacher leader certification.
